I was speaking to Leon about this last night, and we came up with this rule. However, before making it official, I wanted to get everyone's opinion on it first-hand, including our dear Principal.
Strictly speaking, the rule will be as follows:
"Anyone at all can challenge the Captain or a Pillar for their position. The challenged then has the option of accepting or refusing said challenge. If accepted, then the fight begins, and the winner will be the Captain/Pillar. If refused, the fight may still continue, however, no title will be changed hands."
Now, the catch to it is this: There will (obviously) be in-character motivation whether or not to accept a challenge. If, for example, a nobody comes out of nowhere and challenges the Captain, and the Captain refuses, then nothing of real import happens, the newbie just gets laughed at.
Conversely, if someone rises within the ranks of Hircine, by either gaining support or kicking ass or whatever, and THEN decides to challenge the Captain, with all the support and recognition said character has, it would be a bad move, politically, for the Captain to refuse such a renowned individual to at least have a chance.
So, technically, it's all up to the challenged, but you can sway the possible decision in your favor through multiple ways. Maybe other means, too, such as Bribe, extortion, et cetera, et cetera, but in the end, the title HAS to change hands over a fight.
As for how the fight goes, I was thinking that it be a non-judged, though casually monitored, battle. As the current captain, I don't want only a certain amount of time with which I have to defend my title, and I'm sure others wouldn't either. This way, if you really want the title, you have to prove you can actually beat the current holder of your title, not just out-RP them until you get handed a technical victory. The match would likely not be left hanging, since, the challenger obviously wants the position, and the captain obviously wants to keep it, so they'd keep fighting to prove themselves. Of course, there will be ways around this, as well, but I leave it to you to figure them out.
