Physical Description
Photo Attachments: Rahkier has been spotted on three indistinct instances, such as when he was standing in front of a mosque in Mostar, a bar in Munich, and when leaving a murder scene in Moscow.
Facial Features: The suspect has a softened square jaw with high cheek bones and faintly gaunt cheeks. His mouth is large for a Caucasian, with puffed lips and wider teeth. His nose is thin, but has a slightly upward angle and runs up to his eyes, which are oval shaped and small, with brown retinas. Gareth has a moderately sized forehead, but his brown hair's bangs usually lap over it; the hair itself usually has a dark, reddish undertone and is naturally spiky, but he has been seen wearing it straight and in a darker shade.
Body Build: To generalize, the suspect has a notably lean, fit athletic structure, with a chiseled torso of toned muscle, large shoulders and hips, and moderately lengthened arms and legs.
Apparel: Gareth Rahkier can be best described to dress in the "rebel" fashion clique, usually seen in darker colored outfits and counter-culture attire. He is rarely seen wearing a tee-shirt at all, and if he does, it is a thin cloth with neutral hues, or has the symbol of anarchy spelled across it. He always wears a customized black jacket made of fine fabrics and utilizing a beige lining, brown belting around the cuffs and a brown underlining. For pants, Rahkier usually wears dark slacks, camouflage jeans, or dark green khakis, and uses a large brown double belt or a black punk belt to keep the pants up around his hips. For footwear, he keeps to black leather boots, and for headwear, he usually wears a pair of thin gray shades over his eyes. On occasion, he has been seen wearing a bronze amulet around his neck with a garnet at its center.
Behavioral Description
Personality: The suspect has been a psychological baffle for several criminal psychiatrists of any field ever since his case surfaced one year ago. His basic mental attributes are well noted by eyewitness accounts and primary and secondary documents from his life in Germany. According to these reports, Gareth Rahkier is undoubtedly self-centered, with no interest in society, even in his peers. He has little empathy or sympathy for other human beings, and only strives to further his own goals and instinctual desires. He is extremely confident in himself and carries an overbearing attitude around other people, not exactly as if he were immediately superior to them, but more so that he knows his intentions and would break anyone to accomplish them.
It has been suggested that he suffers from a number of mental illnesses, particularly Anti-Personality Disorder, Anti-Social Disorder and any number of manic disorders, but there is no way of confirming these theories; some even suggest that he is schizophrenic, due to his abnormal body language and the possibility that he is being commanded by voices. Psychoanalysts suggest that Gareth shows clear indications of Anti-Social Disorder in that he likely has no superego, shown from his lack of moral restraint or acknowledgment of society's laws, and has a widely unregulated id, in that every action he makes appears for the sake of sating his own underlying needs or wants, whether instinctual or personal, and that his ego only serves to fulfill his id. Biologists and behaviorists suggest that the only explanation for Gareth's strange behavior and thought patterns is some sort of bodily anomaly that might be similar to schizophrenia, because it is recognized that he grew up in an excellent environment and never met an individual that could have taught him any sort of behavior that he upholds. Most other psychologists agree, because the only possible point of influence in his life would have been his parent's encouragement of his selfish tendencies, but considering his family led a moral life, there is no clue as to why he does not have any sign of a moral institution in him.
One humanist psychologist in Holland once suggested that Gareth may have chosen to live his life in the way he portrays, pointing to evidence of philosophical reinforcement through the school of Egoism and that its ideals are parallel to Rahkier's lifestyle. Indeed, witnesses have pointed out that Gareth has adamantly expressed his belief in hedonism, or the pursuit of an individual to accomplish their own self interests and gain themselves pleasure, without concern for other individuals. It may also suggest how he became an anarchist, as the best way for a hedonist to live is when society and government no longer has moralistic restraint on the individual. This theory was not entirely popular at first as InterPol agents examined the suspect, but the more they realized that he had no recorded mental illnesses and no trauma in his childhood or suggestions that his unconscious was abnormal, the more they began to believe that Rahkier's behavior was driven by his own adopted ideals.
Socially, Rahkier appears maniacal, shifting around constantly and appearing highly expressive and energetic, constantly grinning widely and laughing loudly at any little thing he wants to. He is a clear extrovert, having no problem with speaking to other people, but literally has no ability to understand the opinions of perspectives of others. Even though he might appear that he is thinking on what a person has said, he is likely considering how his own opinion is right and superior in contrast. However, Rahkier is cunning, and knows when to accept a lie in order to gain an advantage. He is an excellent actor of emotions, and knows when to take on a fake face in order to win at his operations. He is also known to be open about his sexual relationships with women, though there is indication that he is not sexually or emotionally attracted to either sex, but that intercourse is merely a way of satisfying his instincts or gaining an advantage. The suspect can be very impatient and blunt about his intentions, and tends to rely on violence, either from himself or from minions. He is a leader, not in the sense that he gains loyal followers, but more in that he knows how to twist a person to listen to his commands, almost as if in a business transaction. In summary, many psychologists feel confident that Rahkier does indeed suffer from Anti-Social Disorder, but have no means to confirm their suspicions.
Ideology, Politics and Faith: In terms of religion, there is no known report that has confirmed Rahkier's beliefs, but based on his behavior and attitudes, sociologists suggest that the suspect is most likely an atheist, or even a nihilist, due to his lack of empathy. However, Rahkier has exemplified on several occasions that he holds philosophical ideals that reinforce his lifestyle, such as the claim that he is a hedonist, or that he is an absurdist. These philosophical ideas also help to instill his political beliefs as well, considering his particular interest in chaos and a lack of social order. Gareth has been known to argue that a "world without rules would bring out the best in everyone," due to the power of Social Darwinism. In essence, Gareth is an complete anarchist, with the dream that the world will "return to its roots by the destruction of laws and order." He believes that, if anarchy becomes the dominant way of life, the species will thrive because the strongest will gain what they want and the weak will die out from the gene pool of the species. However, due to his want for sating his instincts, Rahkier uses gangs and packs of like-minded individuals to strong-arm their way to power, and he uses tactics and violent actions that resemble a Fascist mindset. One could easily say, then, that Gareth Rahkier follows the "survival of the fittest."
Threat Description
Fighting Style: Considering his rather poor lifestyle on the streets of Mostar prevented him from learning any organized forms of combat, Gareth Rahkier has instead come to rely on a street fighting form based upon precision, acrobatics and speed. He believes in having allies or minions deal with the bulk work instead of him, leading to a preference of combat involving the least amount of damage possible, with the fastest method to end the threat attainable. Quick leg work and bent muscles in limbs can be seen as the clearest, most crucial point to this style, as Rahkier aims to finish off opponents with lethal kicks, and using his arms as grapples and blocks.
Strengths: Gareth Rahkier could be seen as the symbol of slick words, slick ideas, and slick moves. Growing up with the ultimate desire to obtain, possess anything and everything available His charisma, sharp thinking, and natural sex appeal give him the edge in accomplishing his social goals, as well as collecting enough influence to protect his possessions. His long limbs and slim build also give him an edge in rapid combat, and his coordination is excellent, giving him a precise ability to strike well against attackers.
Weaknesses: While it is not easy to gain the trust of this man, once it is attained, his belief in his allies is absolute, so much to the point of blindness. This, combined with his arrogance and rather inadequate ability to plan strategies in the long term without aid, is the fatal flaw that prevents him from absolute leadership. In combat, his body is chiseled, yet, a bit soft, mostly designed to maximum his social advantages. If an opponent is able to evade his own attacks and surpass him in speed, then he would likely deteriorate without the ability to endure strong or constant attacks.
Known History Report
According to basic statistical data on the young man named Gareth A. Rahkier, he is registered as a German citizen, son and heir of a successful attorney by the name of Maes Rahkier and his wife Elizabeth, born into a comfortable family of law enforcers outside of Berlin, yet, for reasons that cannot be explained by mathematics, family troubles, or state records, the boy was a constant troublemaker. In many eyes, he had everything: a good home, loving parents, a solid future, a stable income, and a natural affinity in social perfection to have chances of not only equaling his father in law, but surpassing him, and even reigning as a “public servant” someday.
Ever since he was a child, Gareth exhibited signs of selfish behavior, literally demanding the opportunity to absorb his parents’ resources for a better education, better gifts, better clothes, and better technology to enjoy. However, his attitude toward the excessive benefits was not just a pursuit to have everything, but a sort of ambition to accomplish everything, a long term plan to gain power through greed. According to speculation, the parents had no problem with their child's innate desire; in fact, they encouraged him. His environment fed his ambitious persona, and it only helped to solidify his goals.
In primary school, Gareth is reported to have had excellent grades in nearly all levels of schooling - language, mathematics, social studies, the sciences and physical exercise. Remarkably intelligent, Gareth was also comfortably social with boys and girls, and looked well upon by most of his teachers. Yet, the school's staff do note he was rebellious to authority and unwilling to share with others or show respect to his fellow students. One of his later teachers even suggested the boy's selfish and manipulative nature in a memo to the school's director, giving clear signs of his current mentality brewing early on.
Gareth only attended half of his secondary school education before disappearing from his parents' home. Missing Persons detectives were unable to piece together why the boy would run away from his mother and father during the time they investigated the case, and even pursued the possibility of homicide by the family or child predators. But nothing ever turned up, and the boy was not seen by authorities until a year ago. During a major sequence of crime sprees that occurred in Mostar, Bosnia, local police photographed a young seventeen year old brought into custody that appeared to be Gareth Rahkier. German authorities drove down to Bosnia and requested permission by the Bosnian government to return the boy home to Berlin, but were denied. Supposedly, the local authorities wanted Rahkier under arrest for the crimes of theft, extortion, assault, and one case of murder.
German police were astonished by the claims, and requested Interpol to investigate. Yet, before representatives could be sent, an overnight raid by a makeshift criminal gang broke the boy out of jail, severely injuring two Bosnian police, and the group disappeared. Upon discovery of Rahkier's escape, a small multi-national search by the European Union was requested. Due to the miniscule priority of the search, however, the request was denied, and authorities were unable to pursue Rahkier.
Analysis of Bosnian police reports, however, suggests the modern nature of Gareth Rahkier, or as he was known in the Serbian underground, "the Reich Wolf," an anarchist that strove to gain as much personal power under his name as possible, and began to grow influential in Mostar's crime scene. Unfortunately, due to the nature of Rahkier's disappearance and a lack of proper knowledge pertaining to his name, Interpol is uncertain of where to find him. However, one report by a Spanish airport security station suggests that Rahkier was seen stepping onto an airline destined for the United States, specifically Philadelphia, Pennsylvania.
Attempts by Interpol to pursue charges against Gareth Rahkier have been denied by the Bush Administration's State Department, under the claims that Gareth Rahkier is a legal citizen of the United States. Speculation and research has concluded that Rahkier likely has ties to a group that were able to create a false registration of his name and identity in the United States' social security system, and point out that a wealthy man in the American oil industry appears to be related to Rahkier and is advocating his innocence. It is believed, however not confirmed, that this man or another representative in the United States government is attempting to protect Gareth Rahkier. However, no one is certain why someone would do so.
