Oh no, I didn't, and in fact in hindsight I forget Officer Cortez anyway.
I we did it by IC strength, I would say Kng by this point would be the strongest (as his life would cause him to be much stronger by now).....but it has to be assumed that McMillian is at the top,m followed Cortez and Edward from there....thier age does give them a definate advantage over most of the others.

Shamino and Cortez would be rivaled because Shamino used to kill people from downtown clubs to military facilities, and has more extensive hand to hand combat training and experience than the cop. What the officer has a one up on is the ability to pull out a weapon in a public place and use it.
You're thinking a little too highly of your characters ICly.

I'm speaking in a strictly fist-fight manner, which I'm assumed this entire thread is based on. If Shamino can beat Cortez if Cortez doesn't have a weapon, then i guess I misjudged how strong you intended the character to be.
but if Shamino is stronger than Cortez, that doesn't really change my views on the other characters....it is assumed that McMillian is extrodinarily strong for IC purposes, as he has to be stronger to keep everyone in the current system from opposing him.
Edward was able to do exactly what the Hircine system does at Varron, except alone....and through sheer force.....and at a very young age....given the fact he us much smarter and better skilled than back then, he has to be assumed, if things were done in an IC manner, he would be rather strong as well.
As for King, there's no debating that if he were to come back into the storyline, the 2 years difference would make him the strongest on board character.....simply from things that were written into his bio sheet from my first post.
He requested to go to Varron because it was the toughest in the city, so he could become stronger and beat his father.....a world champion fighter who could demolish pretty much any professional fighter in the Xin world (which considering the social structure which encourages knoweldge in hand to hand combat, is better than applying it to reality.) basically, given the time he has had since graduation, he would consider most of the Varron veterans to be weaklings at this point.
There are reasons why I haven't brought him back, and this problem is one of them.

Gym/dojo/school....something where people could fight without having to worry about the system or meet in the woods.
Also, I thought it would be good to have a place for judged matches without having to wait for a tournament and hope you get the right opponent.
MJ shot that idea down, as it had people doing things she was supposed to do but was never on to do and Taiku had to end up doing.
But it was still her job to judge though, and having other people judge (except when she didn't do it....) is bad.
He is a possible replacement for Kurtz if he gets a harsh knock off hierarchy (as we know I don't really see much future in him, he's there to be beaten really), and then King could come back and run the tournament.....it'd change it IC a good deal though.

Unfortunately your Broli-like King still couldn't hold a candle to the slowly retiring Shamino, who spent every day of his life on the job with his father, who was SSG. The problem with your logic is that while King could demolish professional fighters- professional fighters have rules and limitations, and areas of training. Shamino never had that. He had -40 degree weather and a Father Figure who was more a figure than a father.
Even if you brought King back, and even if we fought, Shamino would still win. Not because of my extensive knowledge, but because of his (and mine, can't deny)

Except that his father didn't fight only professionally.....he started out street fighting, and he left King and his mother to go do it again...Shamino's father put him out in the cold, King's ripped an eye out with his bare hands...your not going to win this arguement by saying you had superior training....cause King is out to be THE best. Not the world most famous, not the world's best soldiers, they're best fighters to beat the best martial artist.
Also, I have never turned down a challagne from you Shamino...I only fight for IC reasons....that's saying "make a reason and your on", not "no, because I'm scared"
If you want a fight, start shit with Stern, otherwise I'm not going to do some random thread for bragging rights.

Personally, I think that this thread shouldn't of been made. In my opinion I feel that there is a huge gap between the oldbies and everyone else. (My definition of the oldbies are basically the headliners, Manuel, Dain, Shamino, etc.) Making this thread only brings up the obvious, and increases the gap between these two groups, making everyone else feel less essential to the RPB. But that's just my opinion, apologies if I flamed.
