After a couple of weeks of trying to get some threads started and posting IC while scouting the - wait, I'm going to go count, I'll be back in a minute - fourteen IC boards and nine sub-boards, which brings us to a wonderful grand total of 23 different pages for me to look at, I came to the realization that we might, just might have a bit too many boards here.
Now I am going to reccomend some compression, for the simple reason that it makes me take less time to scroll down to the OOC, and that it makes this board look more alive despite its relatively low activity. Put ten grains of sand in a desert, no one will notice it, put ten grains of sand in my water, and I will kill you, after noticing it.
Hircine High/Hircine Grounds: WHY? WHY? WHY? ONE BOARD IS ENOUGH INSTEAD OF THE SEVEN SECTIONS. It's in the parking lot? The thread starter says that things are going on in the parking lot. The rooftop? Same thing. Cafeteria? Easy as pie.
Paragon Institute/Grounds: Same as above, compress into one.
Cityscape and Outskirts: Same as above, but keep the apartments section alive, since there's no place like home. The Hospital too, cuz' we all love recovery montages. But the rest? Call the section City and Outskirts, put a little stickied thread about the different areas (i.e.: There's the streets, suburbs, a few mountains, the beach, so you can tan, etc.), and there, efficient board handling! Turn ten boards into three! You can always say that there's a big nightclub in that same sticky info thread.
Tournaments section? One board is enough, you lock the past threads anyways.
So with my arrogant attitude and relative board newbiness, my suggestion brings you from 23 boards down to a grand total of... six, 6, sex. Yeah...
Big Events? Storyline/plot thingies? There are thousands of ways to get them noticed, such as: mass PMs, making the thread flashy/sticky/sexy whatever floats your boat, OOC notices, make a new board for major plotties (oh no, now it is SEVEN), etc.
As for making the whole thing happen.
Close the board for maintenance for a day (and I'm being generous), we'll keep ourselves busy living our human lives, move all the threads from the expendable sections to the core sections, delete the now empty boards, rename the remaining boards and add special notices for each of them, and voila! Job's done.
Now then, time to hear some criticism! I know I deserve it for my attitude, but hey, I got to vent some frustration off, isn't that wonderful?

You should add that to the Urban Dictionary page of the abbreviation, Shamino.
I don't know Kaveh, on the one hand, I agree that it could be compressed and simplified, but on the other hand, it's definitely a lot simpler than some boards I've seen, and I mean honestly. Plus, we've had nearly that exact same setup for two years now, and a similar one back on Varron, and it's always done us well. So, in my opinion, I think we ought to keep it.

I see no reason to change. It's not overly complicated, it doesn't take you more than half a minute to find what you're looking for and it looks organized. There isn't a need for change and as Adam pointed out, some fear it.

Way to spoil shit, Tyler. Tyler, you fucking whore. But... if it was known then... sorry >_>... As for the compression. Personally, I like the way it is. If for some reason people aren't creative enough to come with different storyline ideas, us labeling a specific location may light a spark. And from there, they'll ask themselves "but wait, if I could do that there, what other places can I do stuff?" and then make threads in other locations listed, or like you said earlier, come up with a new location entirely. ~Manuel

Okay, since Shamino is so sensitive about name calling that he responds with threats (Break what? My spine, my psyche, my interwebz, my life, eh... OH THE POSSIBILITES!). I'll give him the special VIP treatment that is K.I.S.S. = Keep It Simple, Shamino.
And then everyone was happy, yay!
Hmm... But KKK (I hate vowels, they ruined my childhood), what are you going to do with those boards after the plot ends? But I guess that it's a compromise. <_< Still... I'm keeping my vendetta against the Hircine Parking Lot sub-board, because, despite Manuel's argument, I still don't understand why it exists as a sub-board. It's a 400 square meter patch of asphalt with colored yellow and white lines covered by cars.

... You'd be surprised how many threads revolve around cars, parking lot fights, and entrances through the lot. Honestly.
Perhaps it's not as frequent nowadays, but it certainly was in the old days.

People can and do post there from time to time and it keeps things organized. You may not like looking through multiple boards, but if you know where your threads are, it's hardly a problem. Some people enjoy having everything laid out for them. Maybe for realism.(? Like it was already said, once this plot is finished with, one of the schools sections will, apparently, be completely wiped from the board hence compressing it as you want, but, there is absolutely no need to start taking away parking lot sections and the like.

I honestly didn't know. Guess we're back to the stage of 'Everyone has a bar!' That's also probably why it doesn't have a sub-board.
The deserts useless. Might as well just say your in the outskirts of the town and right in the street section.

Anyways, the way I'm looking at this that we can put a bigger spotlight on threads by condensing/concentrating the number of boards. The extra attention might actually help us get threads going instead of seeing a graveyard of reply-less-ness.
How can I put this? The flavor I'm tasting here is a bit weak, if I concentrated it, I might be able to enjoy it a bit more!
My two cents. Cuz' there's no bigger turn-off to me when I'm considering joining a forum than a dead IC board or sub-board.

(If I'm not making sense, I'm getting ready to go somewhere.) I hear ya on the discouraging-ness of dead boards (especially popular locations like rooftops and courtyards where new people start posts, only to leave after no response), so I personally vote for an appropriate use of compression. There should be a higher emphasis on activity than organization at this point. My thoughts/suggestions: Eliminate the boards I mentioned above, both those that see little use and those that could use more use, and toss 'em into the bigger boards. The schools see the most action, so let it be that way. Compress the outskirts. REMOVE/KILL THE DESERT. Seriously? What's the closest desert to Northern California?! SoCal I understand, but forests and mountains make more sense combined in one board due to geography and reserves. If someone seriously wants a desert, just say so in a thread. The beach could use a bit of moving too, as the nearest beaches you'd actually want to visit are likely closer to the outskirts (and if you check the geography, quite a few are close to forests and woods). If anyone wants to swim in FREEZING, HYPOTHERMIA-INDUCING waters with ships, practically barges if not tourist ships, ready to drown you, swim with the sea lions. I dare you. Compress Suburbs and Apartments to Living Arrangements. Same difference. I'm against over-compression though. I sorta understand page loads, but gawd forbid people do something so strenuous as scrolling a page that takes up much[/i] less VERTICAL SPACE and utilizes more HORIZONTAL SPACE compared to other XIN RPB's! Deary me! What's ever to become of our scrolling fingers!
