I've been thinking that, while Pine's logic would definitely be the first to come to anyone, we are in the Corporal Punishment System, as Odin has noted. If Hircine bribes the Council to allow the Varron students to be offered to their school, that doesn't mean they'll expect the students to drop everything and come. The idea is that Hircine - like Varron Academy in the Flash - "graciously invites the outcasts and rebels of Varron into its halls." The idea is a parallel "history repeats itself" shadow of the Flash; Varron's biggest-and-baddest are finally kicked out, and like Kvist said, in basis, "You come to this school, and you're going to jail. Take your pick."
So what would you choose? Exactly. Hircine. I thought so.
Also as Kvist noted, this will lead to strong necessities of the Apartment Domitory system, since quite logically, no parent will wish to uproot their lives for their troubled children. The Varronites will be sent to Hircine to finish their High School education, under supervised conditions, with Government paid transporation. Considering the idea of moving an entire school across the country is clearly impossible - seeing as how it'd take months to succeed, especially if taking parents - then we drop the idea; after all, only 250 of the 2000+ Varron students were clear dangers to the Varron City. In that case, we're not even hauling 500 students to the new school, and it would take much less time to transport them, especially if they're parents have no need to come along.
In this sense, I feel the event is perfectly logical. The Federal Government of the United States - a nation known for wasting its tax dollars on worthless projects, mind you - is angered with the scum of Varron Academy, and upon the school closing down and the mass majority of the school's students transfering to local schools, threatens those responsible with the school's failure with jail time; but when the Council is "generously" offered by Hircine to send the students to the new school, the Government sees this as a temporary - and therefore, cheaper - solution to the problem, and therefore pays for travel costs.
In a nutshell, that is why our characters are being hauled over, and why it makes perfect sense... at least to me. We'll see how ya'll are with it.
